History

Through an Executive Order by then Governor Celeste, the Interdepartmental Cluster for Services to Youth was first established by statute in 1987. The goal was to promote cooperation and collaboration between those agencies in Ohio mandated to serve children and youth.

By July 1, 1995, Governor Voinovich established mandatory Family and Children First Councils in each county in Ohio. The purpose of the Council is to assure that a continuum of quality services are available to children and youth with severe and multiple problems as well as their families. The Council attempts to address the total needs of the family before a problem occurs (prevention).
